I think it’s likely that he was freelance, and selling his information to anyone who was buying, and that was mostly Russia and Israel, but probably lots of others, too. Probably sold the same info to multiple buyers, increasing his victim’s exposure.

I make this point not for Elon, but for other naturalized citizens. Once granted citizenship you are American, that’s one of the few good things I like about this country. I’ve lived and traveled to other countries where it doesn’t matter if you became a citizen or not because the locals will always consider you not one of them.
